Amendment of the Environmental Authorisation
Notice of Public Participation for Interested and Affected Parties
By now you would have seen the notice posted around the Estate, and including individual notices distributed at our Security Gates and at the clubhouse reception.
The original Rand Water Board (RWB) Servitude was registered in 1998. The intention was to construct a water pipeline between Benoni and Mamelodi. Construction to this is well advanced, and you would have seen or heard this construction outside our Eastern boundary in De Villebois Mareuil Drive.
Woodhill HOA, along with numerous homeowners had previously registered as an Interested and Affected Party (I&AP), and through this participation we successfully achieved a deviation of the original pipeline. This would minimize the damage and impact on the Woodhill environment, fauna & flora, including avoiding significant damage to our golf course, fairways, tee boxes, & greens on the first 3 holes. The cost implication (R25m) to Woodhill is significant should the amendment to the Environmental Authorisation (DEA Ref: 14/12/16/3/1/7/95AM3) be approved. We would have reduced income from all our commercial activities for approximately 12 months as we rehabilitate the impacted areas due to loss of membership and rounds, and golfing customers through our Food & Beverage Operation.
The successful objection to the previous attempt by RWB to overturn the approved deviation is now being challenged again by RWB who are seeking to overturn this and revert to the original alignment. Their justification for seeking to overturn the approved deviation is based on their cost estimate for the deviation of R7m. RWB had requested Woodhill pay this R7m which was rejected. RWB then embarked on having the approved deviation amended. Our participation to oppose the amendment is critical.
All homeowners are urged to register as interested and affected parties to this, as the environmental and financial impact will be extremely onerous. We further believe the cost of rehabilitation to Rand Water Board can be drastically reduced through proceeding with the previous EA deviation as approved.

Alternatively comments, objections or questions regarding the project can be submitted to NTC by telephone or in writing (sent to us by fax, e-mail or post) or in person during planned focus group meetings as required. Please ensure that you provide us with your name and contact details.
Comments, objections, questions or general inquiries regarding the EA Amendment process should be submitted on or before 3 June 2022.
